22 For example, in 2014-15, local authorities were provided an additional £69 million in revenue costs to support the implementation of the 2014 Act, but local authorities reported that total spending on ELC compared to 2013-14 only increased by £26.9 million.

24 Self-directed support allows people, their carers and their families to make informed choices on what their support looks like and how it is delivered, making it possible to meet agreed personal outcomes. It includes a range of options to ensure everyone can exercise choice and control including: a Direct Payment (a cash payment); funding allocated to a provider of the person's choice (sometimes called an individual service fund, where the council holds the budget but the person is in charge of how it is spent); the council can arrange a service; or a mix of these options can be chosen for different types of support.
