Energy Performance Certificate approved organisations: operational framework

Framework which organisations who are approved to prepare and issue Energy Performance Certificates (EPCs) must adhere to.


The Energy Performance of Buildings Regulations (Scotland) 2008 requires that approved organisations ensure that their members are qualified and have had the relevant training to properly prepare and issue Energy Performance Certificates.

This document explains the operational framework that all approved organisations and their members must adopt in order to be considered qualified, and be approved by Scottish Ministers. The framework is divided into four broad areas:

  • integrity and operational resilience
  • accreditation of energy assessor members
  • administer the operation of energy assessor members
  • maintain records to facilitate effective operation of the scheme and periodic audit by the Scottish Government

If you would like to apply to Scottish Ministers for your organisation to be approved, you can use our application form to do so.

When drawing up internal mechanisms on how to deliver the requirements, approved organisations should reference the relevant UK National Occupational Standard (NOS) for Energy Assessors.

You can search for an EPC assessor or approved organisation in your area by using the Scottish EPC register.
