Ettrick, Roxburgh and Berwickshire By-Election: guidance for civil servants

Scottish Parliament By-Election, Ettrick, Roxburgh and Berwickshire, 8 June 2017: Guidance on conduct for Scottish Government civil servants.


  1. A by-election for the Ettrick, Roxburgh and Berwickshire constituency in the Scottish Parliament will be held on Thursday, 8 June 2017, the same day as the UK general election. This note contains guidance for civil servants working in the Scottish Government, its agencies and national devolved public bodies on their role and conduct during the by-election campaign.

  2. This guidance came into effect on publication, on Monday, 8 May. The general principles are the same as in the guidance for the UK general election, which took effect on 22 April.

  3. However, Scottish Government staff should exercise particular care in respect of government activity that impacts on the Ettrick, Roxburgh and Berwickshire constituency in the Scottish Borders.

  4. Staff will need to be particularly alert to the possible impact that Scottish Government activity could have on the by-election campaign. Particular consideration needs to be given to government announcements or activity in or concerning the constituency until polling day.
