Information requested

  • A list of all recipients of funding from the Department of Children and Young People for the provision of projects or services relating to kinship care between 1st April 2013 and the present date, including the recipient, the amount funded, and the remit of the project. This should include but not be limited to: CHILDREN 1st, Mentor UK, Citizens Advice Scotland and CELCIS.

  • A list of all meetings, plus full minutes and all correspondence held between the Department of Children and Young People and CHILDREN 1st between 1st April 2013 and the present date.

Response

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information have requested because an exemption(s) under Commercial interests and the economy section 33 (1)(b) of the Freedom of Information (Scotland) Act 2002 (FOISA) applies to that information. The reasons why that exemption(s) applies are explained in the Annex to this letter.

We are able to provide:

  • A list of all recipients of funding from the Department of Children and Young People for the provision of projects or services relating to kinship care between 1st April 2013 and the present date, including the recipient, the amount funded, and the remit of the project.

  • A list of all meetings held between the Department of Children and Young People and CHILDREN 1st between 1st April 2013 and the present date.

  • You may wish to note that there is a current live tender exercise for a National Kinship Care Service which concludes on 7 August and we will be publishing the outcome of this exercise in due course.

Reasons for not providing information

An exemption applies.

An exemption(s) under Commercial Interests and the Economy section 33 (1)(b) of the Freedom of Information (Scotland) Act 2002 (FOISA) applies to some the information you have requested. Information may be withheld if disclosure would (or would be likely to) prejudice substantially the commercial interests of any person or organisation.

We are required to withhold information gained through supplier dealings such as reviews of performance on contracts. For this request, we are required under the above exemption to withhold the provision of the full minutes of meetings and all correspondence held between the Department of Children and Young People and CHILDREN 1st between 1st April 2013 and the present date.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
