Information requested

  1. How much additional money will be provided by the Scottish Government towards meeting the costs associated with the implementation of national bargaining?

  2. What date(s) has this money been released, or will be released, by Scottish Government?

  3. When will this money be paid to Colleges Scotland?

  4. Please provide copies of any minutes or notes from meetings between Scottish Government ministers or officials with representatives of Colleges Scotland, in the last year, where national bargaining and the need for additional funding for colleges to support the implementation of national bargaining was discussed. Please also provide details of the dates and locations of these meetings and who was in attendance.

Response

Ad. 1.2.3. There will clearly be cost implications of this agreement which the Scottish Government will seek to reflect in future budget settlements. In his letter of 12 June 2017, the CEO of the Scottish Funding Council advised Colleges Scotland that additional funding made available in 2017/18 was sufficient to meet the costs of the lecturers' pay settlement alone for 2017-18. That letter was copied to all college Principals and made available to the EIS. I can confirm that Colleges Scotland have indicated that the first 25% of migration to new National Pay Scale for un-promoted lecturing staff will be made in July 2017.

Ad. 4. I enclose a copy of some of the information you requested at Annex B. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. The reasons why we don't have the information are explained in the Annex A to this letter. In this instance we are unable to provide some of the information you have requested because an exemption(s) under section(s) 38(1)(b) (personal information of FOISA applies to that information. The reasons why that exemption(s) applies are explained in the Annex A to this letter.
