Information requested

Information on where the extra £800 million allocated to Scotland's capital budget in November 2016 by the UK Government over the next five years, as part of an investment package, has been allocated and who will oversee that it will achieve its intended objectives.

Response

The additional capital funding of £821.2 million announced in the Autumn Statement is being provided over the period 2016-17 to 2020-21, broken down by financial year as below:

Financial year Additional capital £million
2016-17 1.9
2017-18 125.1
2018-19 197.3
2019-20 239.5
2020-21 257.4

The funding will be used to deliver the Scottish Government's ambitious infrastructure investment programme as set out in the Programme for Government including significant investment in affordable housing, digital, energy efficiency, education and transport and health projects. This is available at www.gov.scot/Publications/2016/09/2860. A summary of the commitments in the Programme for Government is given on pages 4-9, with greater detail set out in the remainder of the publication.

The additional £125.1 million for 2017-18 was allocated as part of the budget process and formed part of the £3.896 billion of capital funding which was allocated across portfolios in this financial year. The breakdown across portfolios can be found at www.gov.scot/Publications/2016/12/6610/6.

Allocations for the remaining years (2018-19 to 2020-21) will form part of the total capital budget available over these years. However, budgets for those years have not yet been set and will be published in due course as part of the annual budget process.

The Scottish Government closely monitors the expenditure on and delivery of all infrastructure investment and reports regularly on the progress with capital projects.

Progress on major capital projects is reported bi-annually to the Public Audit and Post-legislation Committee of the Scottish Parliament. Six month progress reports are published biannually, and progress on projects within the Infrastructure Investment Plan 2015 is reported on annually.
