Information requested
A list of all Ministers and Officials issued with Government Procurement Cards and the date on which the card was issued.
Response
In April 2015, the Scottish Government awarded a contract to the Royal Bank of Scotland to provide for non-contracted, low-value purchases to be made by means of electronic Purchasing Cards (ePCs replaced the service formerly provided for by the Government Procurement Card). The data attached in Annex A relates to information held on ePCards.
An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information you have requested because it is personal data of a third party and disclosing it (names/personal details) would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998.
This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
