Number of non-signalised crossings on trunk road network: EIR release

Published: 11 Oct 2017

Information request and response under the Environmental Information (Scotland) Regulations 2004.

FOI reference: FOI/17/01950
Date received: 25 August 2017
Date responded: 11 October 2017

Information requested

'Could you tell me how many pedestrian/ NMU crossings have been closed each year on trunk roads for the past five years. And how many crossings are there on the trunk road network?'

This was subsequently clarified to;

'I'm only looking for info on those crossings which do not control the traffic.'

Response

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

The table below provides information on the number of Non Signalised Crossings on the trunk road network and how many have been closed.

Number of Non Signalised Crossings 402
Number of Non Signalised Crossings Closed 3

I can confirm that one crossing was closed in 2016 and two were closed in 2017.
