The Business Case (Final) in connection to the full financial projections made at the time of the contract signing for costs relating to the procurement of two new build college campuses at City of Glasgow College. Any/all recorded information that the decision to procure the new build(s) by the NPD revenue funded model provided best value to the public purse? Please supply this information in electronic format, and I shall look forward to disclosure with the specified timescale.
While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. However, you may wish to contact the Scottish Funding Council or Scottish Futures Trust who may be able to help you.
I have considered all of the information that the Scottish Government does have that would be relevant to your enquiry and provided information where possible.
There are some documents that would not be provided as these relate to Ministerial advice, I considered these to be exempt under Section 30(b)(i) free and frank provision of advice.

Appendix A: A minute of a meeting on 11 January 2011 between the Scottish Funding Council, Scottish Government and Scottish Futures Trust relating to the progress being made with the project. The detail of the officials present has been redacted in line with standard procedure.
Appendix B: This document provides evidence from Scottish Futures Trust relating to the second stage of the procurement process and demonstrates the advice given to the Scottish Funding Council to help it achieve best value in the design, procurement and delivery of the project.

Appendix C to I: These provide detail of the value for money analysis of the project at stage 4, the risks involved, the key parameters to the project, essentially this is where the final part of public procurement exercise takes place.

The Scottish Government does not have the information
The Scottish Government does not have the information you have asked for because a search of our electronic records did not find the information you requested. I have however provided you with organisations that might be able to assist with this information.
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
An exemption applies, subject to the public interest test
An exemption under section s.30(b)(i) of FOISA applies to some of the information you have requested. This exemption relates to the exchange of free and frank advice with Scottish Ministers.
This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. We recognise that there is some public interest in release because it may provide the whole picture of decisions made. However, this is outweighed by the public interest in terms of the commercial sensitivities of the contracts that you enquired about.
