Information requested

I would like to request information on the following:

SCRIM (Sideway-force Coefficient Routine Investigation Machine) Values and Grip Test numbers for a section of the A9 Trunk Road Northbound carriageway between Dowally and Guay farm.

Response

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

In response to your request, please see attached Annex A which contains the SCRIM data that you requested. Annex B is a location plan which shows the SCRIM section reference numbers. Some explanatory notes regarding the data can be found below;

Section Code: The Trunk Road Network is divided into a series of sections for the purposes of data management. These take the form of 5 digit number with a 2 digit suffix, for example 12345/12.

Section Chainage: Sections are further sub-divided by chainage, which is simply the length in metres from the starting point of the section. This is indicated in Columns headed Start Metres and End Metres.

XSP: Cross Sectional Position indicates the location of the survey within the carriageway. In this case (a single carriageway) CL1 indicates the northbound lane direction and CR1 indicates the southbound lane direction, which correlates with Column E

Scrim Site Category: Every portion of the Trunk Road Network is assigned a category based on Geometry and as set out in DMRB 7.3.1 – HD28 Skid Resistance. This category is indicated in column J.

SCRIM: Values from the Sideways Coefficient Routine Investigation Machine (SCRIM) are reported in Column K as processed and seasonally adjusted values, as required by the DMRB Standard (HD28).

Scrim Investigatory Level: is the threshold value for the specified Site Category (Column J) as defined by DMRB (HD28). It is not an intervention level.

Scrim Difference: is the arithmetical difference between columns K and L. A negative value indicates that an investigation should be conducted as described in HD28 to explore whether any action is required.

Survey Date: The date that the main survey was undertaken.
The normal survey period is between May and September and the actual survey rotates on a three year cycle between early, middle and late season. A seasonal correction is then applied to the data using the methodology set out within HD28 of the Design Manual for Roads and Bridges.
