Information requested

  • further details on the nature of the cases of loss outlined in the loss statement of p44 of the 16/17 consolidated accounts

  • and whether any of them resulting in disciplinary action or were the result of decisions made by Scottish Government Ministers.

  • and also any internal correspondence of the losses statement.

  • for further details on the nature of the cases of special payments outlined in the special payments statement on p45 of the 16/17 consolidated accounts;

  • for internal Scottish Government communication on special payments for 2016/17;

  • for where the £34.5 million came from and if it was cut from another budget(s) and for who authorised the making of special payments.

Response

Further details about the losses and special payments have recently been provided in a recent FOI response issued by the Scottish Government, FOI case number 17/02281 , and I enclose a copy of this information in response to the first and fourth bullet points above. Please see Annex A.

This information demonstrates that the losses and special payments are reported across a number of public bodies and in a variety of circumstances.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have all the information you have requested. We do not hold records on disciplinary action in relation to the information above (second bullet point), nor do we hold information on internal correspondence or communications (third and fifth bullet points) and therefore we are not able to provide this information.

We do not hold information about the budgets and authorisation of Special Payments made by individual Health Boards (final bullet point). Clinical compensation payments are made through the Clinical Negligence and Other Risks Indemnity Scheme (CNORIS), which is administered by NHS National Services Scotland.
