Information requested

The following information:

  • List of 'snagging' works required for the completion of the M8/M73/M74 improvement works, with any description or detail of the 'snagging' works.

  • Any planned lane closures, road closures or overnight works required to complete 'snagging' works.

  • The timeframe planned for the completion of 'snagging' works for the M8/M73/M74 improvement works.

  • How many road monitoring cameras have been installed, how many are to be installed, and how many are fully operational?

  • How many Variable Message Signs and Matrix Boards have been installed, how many are to be installed, and how many are fully operational?

Response

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Any planned lane closures, road closures or overnight works required to complete 'snagging' works:

Any required lane closures, road closures or overnight works will be planned in accordance with the snagging works as and when required and will be programmed accordingly. Information about planned works and the resulting traffic management, which will be outwith peak times and often held overnight, are detailed and regularly updated on the Traffic Scotland website - http://trafficscotland.org/

  • The timeframe planned for the completion of 'snagging' works for the M8 M73 M74 improvement works.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested. Therefore we are refusing your request under the exception at regulation 10(4)(a) of the EIRs. The timing of completion of the snagging items is dependent on a number factors including weather, arranging traffic management and co-ordinating the works to minimise disruption.

All existing cameras are operational, 47 new cameras have yet to be installed.

  • How many Variable Message Signs and Matrix Boards have been installed, how many are to be installed, and how many are fully operational?

Where possible, existing VMS's have been retained and are operational 14 new units have already been installed with a further 2 units due to be installed. These will become operational in the coming weeks.
