I am in possession, via the Scottish Government website, of the two "Days for Hoisting Flags on Building of the Scottish Government" documents, the 2010 version 14 (valid from April 2010) and the 2018 version valid from this month version 23.
I would be grateful if you will answer a few queries;
Who was responsible for producing and implementing versions 14 and 23?
What was different about those versions between 14 and 23? By that I mean versions 15 through 22?
Where can I find those versions?
Which Scottish Government department is responsible for production of the versions?
Is there any ministerial sign off of latest versions?
If so which minister signed off versions 14 and 23?

The Protocol and Honours Team was and is responsible for publishing Scottish Government flag flying operational guidance.
I enclose copies of versions 15 and 22 which contain information relating to the inclusion of additional flag flying dates in each version.
The operational guidance is published by the Protocol and Honours Team without any ministerial sign off.
