The full standard operating process/procedure for allocation and funding applications for ESF funding for the following:
1. Colleges to SFC
2. SFC to Scottish Government
For example please advise when applications for funding are received v funding actually drawdown, for both colleges and SFC.

The information you have requested on the full standard operation process for ESF funding applications is available from the Scottish Government European Structural Funds website for the 2014 -20 Programmes. Please find below a link to the Scottish Government Management and Control System 2014-20 Structural Funds Operational Programmes which sets out the full application and approval process (pages 23 -30) for all Lead Partners including SFC.

Scottish Funding Council, as a Lead Partner, applies directly to Scottish Government for ESF. How the ESF is awarded and paid to individual Colleges is a matter for Scottish Funding Council. With regard to your second question I have provided information regarding when Scottish Funding Council ESF applications were received and approved. Please note that the Scottish ESF Programme was approved by the European Commission in December 2014 and calls for applications were only operational from January 2015. Please see attached for further details.
Please note there has been no ESF drawdown by Scottish Funding Council to date.
