Transport Scotland contracts with Balfour Beatty and Serco: FOI release

Information requested

1. What contracts does your organisation currently hold with any of the following companies:

a) Carillion, b) Interserve, c) Galliford Try, d) Balfour Beatty, e) Kier Group, f) Serco, g) G4S, h) Capita and i) Mitie.

2. When the contracts that your organisation holds:

a) commenced and,

b) are scheduled to end with the companies identified in question 1 above.

3. What is:

a) the individual and

b) the total value of the contracts that your organisation holds with the companies identified in question 1 above.

4. What is the total number of jobs associated with the contracts that your organisation holds with the companies identified in question 1 above.

5. Details of any work which is subcontracted from the main contract that your organisation holds with the companies identified in question 1 above.

6. What are the working terms and conditions required for the employees on the contracts that your organisation holds with the companies identified in question 1 above.

Response

Some of the information you requested is enclosed at Annex A. This pertains to Transport Scotland contracts held directly with Balfour Beatty and Serco.

However, the Scottish Government does not have the information you have asked for regarding terms and conditions of employment. This is a matter for the individual contractor/subcontractors, and Transport Scotland is not privy to this information. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

Transport Scotland does not hold any contracts directly with Carillion, Interserve, Galliford Try, Kier Group, G4S, Capita and Mitie.

Additional Information.

Whilst Transport Scotland does not hold contracts with Capita and Mitie directly, we do access their services via Collaborative Contracts held by the Crown Commercial Services (CCS). To date, Transport Scotland has sourced consultant support to the value of £4,114,455.93 through 11 call–off contracts from the Contingent Labour 1 Collaborative Contract with Capita since August 2014. The Contingent Labour 1 Contract start date was 19 June 2013 and it is due to expire on 18 June 2018. Transport Scotland has also procured services under the CCS Facilities Management Collaborative Contract totalling £133,853.14. The CCS Contract was awarded to Mitie on 28 July 2015 and is due to expire on 27 July 2019.

Aberdeen Roads Limited (ARL), (a consortium comprising Balfour Beatty Investments Ltd, Carillion Private Finance (Transport) Ltd and Galliford Try Investments Ltd), was awarded the contract to build the Aberdeen Western Peripheral Route /Balmedie –Tipperty project in December 2014. Transport Scotland does not hold contracts with Balfour Beatty, Carillion or Galliford Try in relation to this project.
