Information request and response under the Freedom of Information (Scotland) Act 2002.

FOI reference: FOI/18/01708
Date received: 19 June 2018
Date responded: 16 July 2018

Information requested

The Ministerial diary for Mike Russell when he was in Belgium from 21 to 22 November 2017 including engagements and who he met with; his personal costs associated with the visit and for any staff who accompanied him; for correspondence on the trip and for the job titles of the staff that accompanied him.

Response

I attach a copy of some of the information you requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) (personal information) applies to some of that information. The reasons why this exemption applies are explained below.

Reasons for not providing information

An exemption under section 38(1)(b) (personal data) of FOISA applies to a very small part of the information you have requested which has been redacted. This relates to individuals' names. It is exempt from release because it is personal data and its release would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
