Information requested

“Under the Freedom of Information Act 2000, I would be grateful if you would provide me with information in relation to the SEEMiS Wellbeing Application. Please provide information on the following: a. Training documents for practitioners who are using the application, including documents, videos, and audio resources. b. The local authorities which are using the application under non-statutory versions of the named person service.
c. Any advice issued on the wellbeing application since 2012.
d. Correspondence between the Scottish Government and SEEMiS in the last 12 weeks.”

Response

SEEMiS is an education Management Information System owned by its members (the 32 Local Authorities) and used by all local authorities in Scotland. The SEEMiS Wellbeing Application was developed by SEEMiS working with representatives of all 32 local authorities in Scotland to support the Named Person and Named Person Service.

As you have not specified the policy area or team in your request, we have interpreted your request as looking for information held by the Getting it Right For Every Child (GIRFEC) Policy team within the Scottish Government, who lead on GIRFEC policy in Scotland including the Named Person, Child’s Plan and Wellbeing Indicators.
I enclose a copy of the information you requested in Part D of your request, in Annex A. In this instance we are unable to provide a small amount of the information you have requested because an exemption under section 38(1)(b) (personal information) of FOISA applies to that information. This exemption applies because it is personal data of a third party, e.g. names/contact details of individuals, and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
The pdf excerpt from the Mail on Sunday on the 22nd July 2018 titled “Named Persons to ‘override consent’” has not been included. Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you.
