2. The minutes of the meeting held on 4 December 2017 were approved.

Matters arising

Ministerial remarks

4. The Cabinet Secretary highlighted the following areas for the attention of NHS Board Chairs:
  • Performance and Winter Pressures
  • GP Contract
  • Finance
5. The Cabinet Secretary reflected on NHS Boards performance over winter and thanked colleagues for maintaining high standards of care under challenging circumstances.
Feedback from Chairs' private meeting
6. Denise Coia shared the key themes which arose following discussions from the NHS Board Chairs private meeting, including:
  • Financial Framework
  • Strategy and Assurance
  • NHS 70th Anniversary
  • Innovation
7. NHS Board Chairs welcomed the update from Christine McLaughlin about the new Financial Framework and the opportunity to discuss it further after publication in spring.
8. The Minister for Mental Health made reference to the new £54 million investment, announced by the First Minister to improve children and adult’s mental health services and access to psychological therapies.  Funding will be provided to Boards over four years to: improve capacity; improve workforce supply and train existing staff; and, work with Healthcare Improvement Scotland to redesign local services.

Regionalisation

9. Tricia Marwick, Chair NHS Fife, introduced Tim Davison, Regional Implementation Lead for East of Scotland and Chief Executive, NHS Lothian, who gave a presentation on regionalisation arrangements in the East of Scotland.
10. The Cabinet Secretary recognised the extent of the work that has been progressed to date across all three regions and that the Implementation Leads for the National Boards would present at the next meeting.
