Digital identity accounts: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

Information regarding two digital identity account projects:

  • myaccount
  • Digital Identity Scotland (ScotAccount?)

Furthermore: 

  • Funding amount provided by Scottish Government for each year since each project started
  • Scottish Government funding commitment current end date for each project

Response

The myaccount service 

  1. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have all the information about myaccount you have requested. However, you may wish to contact t he Improvement Service, at digitalpublicservices@improvementservice.org.uk wh o may be able to help you. The reasons why we do not have the information are explained below.
  2. The myaccount service has been developed by the Improvement Service, as part of the Scottish Government funded Digital Publi c Services (DPS) programme. Scottish Government provide funding for the overall DPS programme deliverables, as detailed in Annex A Table 1. Digital Public Services programme funding (£ million). The table shows the DPS funding for each year, since the mya ccount service was launched (2014). The DPS programme funding includes the delivery of a range of services including myaccount, the National Entitlement Card scheme, the parents' portal.scot, getyournec.scot, Data Hub, bisaccount.scot and One Scotland Gaze tteer.
  3. However, it should be noted that we do not hold information on the specific funding for any of the individual services delivered as part of the DPS portfolio, including the myaccount service.
  4. Scottish Government have a current commitment to provide funding of £4.1 million per annum, to the Improvement Service for the delivery of the DPS Programme until 31 March 2024, we are currently discussing the funding agreement beyond April 2024 with the I mprovement Service and our colleagues in local government.

ScotAccount

  1. ScotAccount was launched as a private beta with Disclosure Scotland at the end of February 2023.

  2. The funding for Digital Identity programme whole life (2018 2028) is currently estimated at £45 million. This informat ion was provided to a Parliamentary Public Audit Committee in 2022.

  3. Scottish Government spend figures for the Digital Identity Programme are contained in Annex B Table 2 . Digital Identity Programme spend (£ million).
  4. The ScotAccount commercial model is currently being assessed, which will impact on future funding requirements. When that work has been completed the whole life cost will be revised to reflect any decisions made by Ministers.
  5.  Later this year, the Scottish Government will publish refreshed multi year spending envelopes alongside the 2024 25 Budget. This will reset the portfolio spending en velopes previously published in the Resource and Capital Spending Reviews (Annex C Scottish Government Resource and Capital Spending Reviews), to reflect the new economic reality and ensure that spending is aligned to the three missions for this Parliame nt. The refresh may potentially influence future funding for the Digital Identity programme; however, reform of digital public services is a key priority of Scottish Government.
