BSF is delivered through the Welfare Foods (Best Start Foods) (Scotland) Regulations 2019,^[28] made under the Social Security Act 1988.^[29] The proposed amendments to BSF will be implemented through The Welfare Foods (Best Start Foods) (Scotland) Amendment Regulations 2023 using powers in the 1988 Act. The Amendment Regulations will come into force on the 26^th February 2024.
